Why Do You Need a Qualifier?
Legal Requirements
Florida law requires construction companies to have a licensed qualifier (such as a general contractor, building contractor, or specialty contractor). Without one, a company cannot legally pull permits, sign contracts, or perform regulated construction work
Accountability
The qualifier is the person who is
legally responsible for the construction work done under the business name. This means they must ensure work meets Florida Building Code, Supervise jobs properly, and Follow state and local regulations. If something goes wrong, the qualifier can be held accountable by the state.

What Is a Qualifier?
Under Florida law, a qualifying agent (often shortened to “qualifier”) is a licensed contractor who allows a business entity (corporation, LLC, partnership, etc.) to legally hold a contractor license and perform construction work.
What Kind of Qualifiers are There
Primary Qualifying Agent – a person with the required skill, knowledge, and experience who is responsible to supervise, direct, manage, and control the contracting activities of the business and construction projects for which the company holds building permits.
Secondary Qualifying Agent – someone who also has the requisite skill and responsibility to supervise construction work (but typically not all overall business matters).
